A apuração da PF foi baseada na análise de mensagens trocadas entre Bruno Henrique e Wander, nas quais combinam previamente a infração para obter lucro em plataformas de apostas. A procuradoria enquadrou o atleta em diversos artigos do Código Brasileiro de Justiça Desportiva (CBJD): Artigo 243, parágrafo 1º: atuar deliberadamente de forma prejudicial à equipe que defende, com agravante em caso de vantagem financeira. Artigo 243-A, parágrafo único: prevê punição para quem atua de forma contrária à ética desportiva com o fim de influenciar o resultado de partida. Artigo 184: trata da prática de duas ou mais infrações. Artigo 191, inciso III: dificultar ou deixar de cumprir regulamentos da competição. A procuradoria ainda citou o artigo 65, incisos II, III e V, do Regulamento Geral de Competições da CBF, que considera ilícita qualquer conduta de atletas, técnicos e dirigentes que incentive ou facilite apostas em partidas nas quais tenham influência direta ou indireta. Também foram denunciados seu irmão, Wander Junior, além de Claudinei Vitor Mosquete Bassan, Andryl Reis e Douglas Barcelos. Todos são atletas amadores e são acusados de terem lucrado com apostas feitas sobre o cartão amarelo recebido por Bruno Henrique.
